SARSI SUBDIVISIONS, Las Lomas — October 30, 2026. A Monterey County district financial schedule provides a clearer breakdown of the money available to the small Manzanita/Sarsi storm-drainage district at the end of fiscal 2024–25. The county’s adopted-budget schedules list $38,879 total fund balance at June 30, 2025 for County Service Area 54. Of that, $27,399 was in restricted or committed categories, leaving an estimated $11,480 available fund balance.
Why not simply call all $38,879 available cash?
Public district finances distinguish money already restricted for authorized purposes from money available for future spending decisions. The $11,480 “available” line is an accounting classification on the county’s published June 2025 schedule—not a current bank statement, not funds distributable to residents and not proof that the county can spend all of it without further authorization. The schedule is a dated accounting snapshot.
Whose money is recorded?
CSA 54 covers both Sarsi and Manzanita subdivisions. Monterey LAFCO’s municipal-service review places this district off Sill Road in Las Lomas and describes its function as storm-drainage maintenance. The older county service-area review refers to 18 residential lots in the two subdivisions together. The published fund total is not allocated exclusively to Sarsi houses. Property owners should review the district map and their own parcel records to establish coverage.
How does this relate to the 2026–27 spending proposal?
California58 has previously reported that the FY2026–27 recommended spending line is $24,356. That is an expenditure recommendation for a later fiscal year. It is not directly comparable to the June 2025 available-balance figure as if both were cash on the same date. To understand whether planned expenses are sustainable, residents need the finally adopted 2026–27 budget, the current reserve balance and evidence of actual work performed.
What can homeowners request?
Ask Monterey County Public Works, Facilities and Parks for the CSA 54 annual financial statement, latest balance, maintenance work orders and current parcel assessment schedule. Individual households should not assume the district’s entire balance can be spent on a privately owned ditch, driveway or unrecorded stormwater facility.

Editorial note: This is an independent review of an older fund-balance disclosure. It does not re-report the 2026–27 budget as a new appropriation, establish current cash on hand, or suggest all Sarsi residents pay identical fees.
